The complainant has requested official briefing information relating to reports of people being drugged via drinks or needles. The Home Office refused the request, on the grounds that the information was exempt from disclosure under sections 23 (Information supplied by, or relating to, security bodies), 31 (Law enforcement) and 35 (Formulation of government policy) of FOIA. The Commissioner’s decision is that the Home Office was entitled to rely on section 35(1)(a) to refuse the request.
