The complainant has requested information about a consultation being conducted on behalf of Leeds City Council (the Council). The Council refused to comply with the request, citing regulation 12(4)(b) (manifestly unreasonable) of the EIR.
The Commissioner’s decision is that the Council correctly engaged regulation 12(4)(b), and the balance of the public interest favours maintaining the exception.
