The above public authority originally relied on section 12 (cost) to refuse the request but later relied on section 14 of FOIA (vexatious). The Commissioner’s decision is that the public authority was entitled to rely on section 14 of FOIA to refuse the request. The Commissioner does not require further steps to be taken.
