You should report it to the police if you believe a person is using CCTV as part of ongoing harassment or intimidating behaviour.
It is unlikely that the police would consider using CCTV to record you as harassment if it is the only issue you have with the person. It is only likely to count as harassment if it happens alongside other misconduct by the user.
