On the 23 February 2005 the applicant requested copies of all correspondence between the Prime Minister and Lord Birt from the 1 July 2004 to present. The Cabinet Office failed to respond within 20 working days. A Refusal Notice was issued on 6 May 2005 and the complainant has since requested an internal review. This Decision Notice identifies the breach of the statutory time limit but does not contain any remedial steps.
