The complainant requested a series of correspondence relating to a proposed development in Llanelli town centre (1986-1993). The public authority disclosed some of the information in response to the request and informed the complainant that it did not hold the rest. The complainant complained to the Information Commissioner about the length of time it took the public to respond to his request and that the public authority did hold the outstanding information. The Commissioner has decided that the public authority failed to comply with section 1(1)(a) within 20 working days and therefore it breached section 10(1) of the Act. The Commissioner however unable to conclude from the evidence obtained from the complainant that the public authority does hold the information in question. As the public authority has now complied with section 1(1)(a) the Commissioner has not ordered any remedial steps.
