The complainant requested original drafts of evaluation reports prepared by PwC in relation to the public authority’s policy on Academies. This request was refused under section 35(1)(a) (formulation and development of government policy). The Commissioner is satisfied that the exemption is engaged. However the Commissioner finds that, in all the circumstances of this case, the public interest in maintaining the exemption does not outweigh the public interest in disclosure. Information Tribunal appeal EA/2010/0068 withdrawn.
