Wales Audit Office stated that the information requested was exempt under section 40(2) of the Act. The Commissioner has investigated and found that the withheld information is personal data and that disclosure would breach the first data protection principle. As such, the Commissioner considers the information to be exempt under section 40(2) of the Act.
