The complainant has requested information regarding a specific report on the effects of Pyrexal on human beings and the results of an experiment involving Lipopolysaccharide (‘LPS’) conducted by a named doctor. The Information Commissioner’s (‘the Commissioner’) decision is that, in respect of its internal review, the Ministry of Defence (‘the MoD’) appropriately refused to provide information in the first point of the request in accordance with the Freedom of Information Act (‘the FOIA’). This is because the cost of compliance would exceed the limit established by the Statutory Instrument on fees regulation. The Commissioner also found that the information requested in the second point of the request is not, on the balance of probabilities, held by the MoD. The Commissioner requires no steps to be taken.
