The complainant requested various documents and information from Stamford Town (‘the council’). The Commissioner’s decision is that the council was not entitled to refuse to provide the requested information under sections 12, 14 or 42(1) of the Act. He consequently requires the council to either comply with section 1(1) of the Act, or issue a refusal notice compliant with section 17.
