The complainant requested correspondence between the Department for International Development (DFID) and the Cabinet Office relating to aid policy and national security. DFID refused to disclose this information and cited the exemption provided by section 35(1)(a) of the FOIA. The Commissioner’s decision is that DFID withheld the information correctly under the exemption provided by section 35(1)(a) and so it is not required to disclose this information. DFID did, however, breach the FOIA by responding to the request late. There was also a delay to the completion of the internal review.
