The Information Commissioner’s decision is that Hampshire Constabulary incorrectly applied section 12 (the costs exemption). The Information Commissioner requires the public authority to reconsider the request and either comply with section 1(1) of the FOIA (by disclosing the requested information) or issue a refusal notice compliant with section 17.
