The complainant requested information relating to an agreement for the sale and development of a particular piece of land. The Council provided some information relevant to the request but withheld other information under various exceptions under the EIR. The Commissioner’s decision is that the Council has correctly applied regulations 12(4)(e), 12(5)(b), 12(5)(e) and 12(5)(f) to the information. He does not require any steps to be taken.
