The complainant requested copies of all internal documents that discussed risks associated with the ‘Delivering Quality First’ project which was set up to achieve the savings required in the 2010 licence fee settlement. The Commissioner’s decision is that the public authority was entitled to withhold the information within the scope of the request on the basis of the exemption at section 36(2)(b). The Commissioner does not require the public authority to take any steps.
