The complainant has requested examination materials including papers and marking schemes used in clinical pathology exams. The University of Cambridge (“the University”) refused to provide this information on the basis of section 36(2)(c) after seeking the opinion of its qualified person. The Commissioner’s decision is that the University has correctly applied this exemption and the public interest favours withholding the information.
