The complainant has requested information relating to council tax banding for a particular area. The VOA provided some information but has claimed a reliance on section 12 (cost of compliance) of FOIA for the remaining requests. The Commissioner’s decision is that the VOA was entitled to refuse to comply with the complainant’s requests on the basis of section 12. He does not therefore require the VOA to take any steps to ensure compliance with the legislation.
