The complainant has requested details of people for whom Westminster City Council (‘the council’) has arranged ‘paupers’ funerals for in the last 10 years. The Commissioner’s decision is that the council has correctly applied the law enforcement exemption at section 31(1)(a) of the FOIA. The Commissioner does not require the council to take any steps to ensure compliance with the legislation.
