The complainant has requested to see and possibly copy a specific file. The Commissioner’s decision is that the public authority was entitled to withhold the disputed information on the basis of the exemption at section 27(1)(a) and the public authority was entitled to rely on sections 23(5) and 24(2) FOIA to neither confirm nor deny it held information within the scope of the request exempt from disclosure on the basis of sections 23(1) and 24(1) FOIA. The Commissioner does not require the public authority to take any steps.
