The complainant has requested the names of panel members who sat on various Standards Committees. Portsmouth City Council (‘the council’) initially responded by applying the exemption for law enforcement at section 31 of the FOIA. However, during the Commissioner’s investigation, the council confirmed it did not hold the requested information. The Commissioner’s decision is that, on the balance of probabilities, the council does not hold the requested information. He does not require any steps to be taken.
