The complainant has requested information on who authorised a named council official to take of photographs of her property. The Commissioner’s decision is that Herefordshire Council was correct to refuse the request under regulation 12(4)(a) on the basis that it did not hold the information. The Commissioner does not require the public authority to taken any action. Information Tribunal appeal EA/2013/0172 dismissed.
