The complainant has requested a copy of pre-application advice, and any other communications connected to it, in respect of a specific plot. The Commissioner’s decision is that the council has correctly applied the exception for personal data at regulation 13 of the EIR. The Commissioner has also decided that the council breached the procedural provisions at regulation 14(2) and 14(3). However, the Commissioner does not require any steps to be taken.
