The complainant requested information held by the public authority in relation to plans for a major public campaign by development agencies on aid and other international development matters. The Commissioner’s decision is that the public authority was entitled to withhold the information within the scope of the request on the basis of the exemption at section 35(1)(a). The Commissioner does not require the public authority to take any steps.
