The complainant requested information from the Foreign and Commonwealth Office (FCO) regarding Douglas Hogg’s visit to the Baltic States in 1991. The FCO provided some information within the scope of the request but withheld the remainder citing the section 27 exemption (international relations). The Commissioner’s decision is that the withheld information was exempt under section 27(1)(a) of FOIA and that the public interest in maintaining the exemption outweighed the public interest in disclosure. The Commissioner requires no steps to be taken.
