The complainant requested copies of inspection reports for a dog breeding establishment. The inspections were carried out pursuant to renewing the establishment’s licence under the Breeding of Dogs Act 1973. The public authority withheld the reports on the basis of the exemption at section 40(2) FOIA. The Commissioner’s decision is that the public authority was entitled to withhold the inspection reports on the basis of section 40(2). The Commissioner does not require the public authority to take any steps.
