The complainant requested information to evidence how the public authority had reached its conclusions when dealing with one of his information requests; the public authority determined the request to be ‘vexatious’ under section 14(1) of the FOIA. The Commissioner has concluded that the request was not ‘vexatious’ and he requires the public authority to issue a fresh response.
