The complainant has requested information contained in the Northern Ireland Non Domestic Energy Performance Certificate Register. The Department of Finance and Personnel relied on the exception at regulation 12(4)(b) of the EIR on the grounds that the request was manifestly unreasonable. Following his consideration of the public authority’s representations, the Commissioner has reached the decision that it is obliged to comply with the request. The Commissioner requires the public authority to take the following steps to ensure compliance with the legislation. Disclose the requested information to the complainant. Information Tribunal appeal EA/2014/0028 dismissed.
