The complainant requested copies of all communications between Carmarthenshire County Council (‘the Council’) and Towy Community Church relating to a specific project. The Council refused to comply with the request as it considered it vexatious under section 14(1) of the FOIA. The Commissioner’s decision is that the Council has correctly applied section 14(1) in this case and is not obliged to comply with the request. The Commissioner does not require any steps to be taken.
