The complainant has requested an un-redacted copy of the Minimising and Managing Physical Restraint training manual published by the Ministry of Justice (MOJ) in 2012. The MOJ refused to provide the requested information by relying on the exemptions at sections 31(1)(f), and 38 (1)(a) and (b) of FOIA. The Commissioner’s decision is that Ministry of Justice was entitled to rely on section 31(1)(f), and that the public interest favours withholding the redacted information. The Commissioner does not require the public authority to take any steps. Information Tribunal appeal GIA/428/2015 dismissed.
