Bath and North East Somerset Council

The complainant has requested information from Bath and North East Somerset Council (“the council”) in the form of a lease for a specified area of land. The council refused the request citing section 21(1) of the Freedom of Information Act (“the FOIA”). The Commissioner’s decision is that section 21(1) of the FOIA is engaged, and that the council was therefore correct to withhold the information. The Commissioner does not require any steps to be taken.
