The complainant has requested information about cancelled parking tickets and council redundancies. The Commissioner’s decision is that the complainant’s request is vexatious and Wigan Metropolitan Borough Council is entitled to rely on section 14 of the FOIA to refuse to comply with the request. The second part of the complainant’s request was for information which he had not previously requested and therefore the provisions of section 17(6) could not be relied on. The Council failed to respond to the second part of the complainant’s request within the twenty day compliance period and consequently the Council contravened section 10 of the FOIA. The Commissioner does not require the Council to take any further action in this matter.
