The complainant has requested a copy of a governance review report produced by an external company. The Trust initially provided a heavily redacted copy of the report with information withheld on the basis of section 31(1)(g) with 31(2)(j), 36(2), 41 and 40(2). During the course of the Commissioner’s investigation the majority of the report was disclosed with some remaining information continuing to be withheld under the same exemptions with the exception of the withdrawal of the use of section 41 and the addition of the use of the section 43(2) exemption. The Commissioner’s decision is that the section 31(1)(g) with section 31(2)(j) exemption is engaged and the balance of the public interest lies with maintaining the exemption. He therefore does not require the Trust to take any steps.
