The complainant has requested a copy of a report compiled by a QC on Councillor Mike Hancock CBE MP concerning the alleged sexual assaults on a vulnerable constituent. The Commissioner’s decision is that Portsmouth City Council has correctly applied the exemption for personal data at section 40(2) of the FOIA. He does not require any steps to be taken to ensure compliance with the legislation.
