The complainant has requested information about the handling of his complaints against specific employees at Cornwall Council (the council). The council has refused to provide the requested information relying on section 14(1) and 14(2) as it considered the request to be vexatious and repeated. The Commissioner’s decision is that the council has correctly relied on section 14(1) of the FOIA. As he has found section 14(1) of the FOIA is engaged, the Commissioner has not gone on to consider section 14(2) of the FOIA. The Commissioner does not require the council to take any steps. Information Tribunal appeal EA/2014/0154 dismissed.
