The complainant requested reports on audits of healthcare provided at immigration removal centres. The Home Office refused to disclose this information under the exemptions provided by the following sections of the FOIA: 36(2)(c) (prejudice to the effective conduct of public affairs), 40(2) (personal information), 43(2) (prejudice to commercial interests). The Commissioner’s decision is that the public interest does not favour withholding the reports under sections 36(2)(c) and 43(2), and that they should now be disclosed apart from some content in relation to which section 40(2) is engaged.
