The complainant has requested information from Kettering Borough Council (“the council”) about the identities of two individuals; one a council warden and the other a member of the public. The council withheld the information under the exemption provided by section 40(2) of the Freedom of Information Act (“the FOIA”). The Commissioner’s decision is that the council has correctly applied section 40(2). The Commissioner does not require any steps to be taken.
