The complainant has requested information about Horizon – the electronic point of sale IT system that is used across all branches of the Post Office. Post Office Ltd refused to comply with the request and cited section 12 of the FOIA (cost exceeds appropriate limit) as its basis for doing so. The Commissioner’s decision is that Post Office Ltd has correctly applied section 12 to the request and has met its obligation under section 16 (advice and assistance). He does not require Post Office Ltd to take any further steps.
