The complainant has requested information about Sir Jeremy Heywood’s investigation into the appointment of Emma Harrison as an advisor to the government. The Cabinet Office refused to provide this citing section 35(1)(a) (formulation/development of government policy) as its basis for doing so. The Commissioner’s decision is that the Cabinet Office is entitled to rely on section 35(1)(a) as a basis for withholding the requested information. No steps are required.
