The complainant has requested the Event Management Plan for the 2014 ‘Parklife’ event held in Heaton Park. Manchester City Council (‘the council’) initially provided some information within the scope of the request but refused to provide the remainder citing the exception regulation 12(5)(e) as well as that for personal data at regulation 13 . The council also introduced regulation 12(5)(a) at the internal review stage whilst releasing some previously withheld information. During the course of the Commissioner’s investigation all of the requested information of interest to the requestor was released. The decision is that the council did not meet the requirements of regulations 5 and 11 of the EIR in that it did not provide the requested information within 20 working days or its internal review response within 40 working days. He has also decided that the council has not breached regulation 7 of the EIR. He does not require the public authority to take any steps.
