The complainant requested general information about council tax and specific information about actions taken in relation to non-payment of council tax at a particular property.  The Isle of Anglesey County Council (‘the Council’) provided some information but refused to provide some personal data requested. In its internal review response the Council stated that it considered the request to be vexatious and/or repeated. During the course of the Commissioner’s investigation, the Council confirmed that it considered the request to be vexatious and as such section 14(1) of the FOIA applied. The Commissioner’s decision is that the Council has correctly applied section 14(1) of the FOIA to the request. He does not require any steps to be taken.
