The complainant has requested information relating to the decision to suspend acceptance for Test of English for International Communication (TOEIC) tests in support of visa applications. The Home Office (HO) failed to respond to this request for information within 20 working days and the Commissioner’s decision is that in doing so it breached section 10(1) of the Freedom of Information Act 2000.
