The complainant has requested information relating to reducing the mileage rate for staff at Hampshire County Council (‘the council’). The Commissioner’s decision is that the council has correctly applied the exemption where disclosure would, or would be likely to, inhibit the free and frank exchange of views for the purposes of deliberation at section 36(2)(b)(ii) of the FOIA. He has also decided that the council breached the statutory time for compliance in relation to parts of the request. He does not require the public authority to take any steps to ensure compliance with the legislation.
