The complainant has requested information about why a historical allegation of fraud he made to Cheshire Constabulary was not investigated. The Constabulary refused to comply with the request because it considered it vexatious under section 14 of the FOIA. The Commissioner’s decision is that the Constabulary has correctly relied on section 14(1) of the FOIA to refuse the request. The Commissioner requires no steps to be taken.
