The complainant requested information from Kent County Council (“the council”) relating to his complaints about two social workers made to the Health Care Professions Council and its predecessor, the General Social Care Council. The council said that the request was repeated and vexatious and it was therefore not going to respond in accordance with section 14(1) and 14(2) of the Freedom of Information Act 2000 (“the FOIA”). The Information Commissioner’s decision is that the council correctly refused to respond to the request because it is vexatious under section 14(1). He does not require the council to take any steps.
