The complainant requested copies of two investigative reports connected with the death of a man. He followed this with a second request about costs of these investigations. Essex Police aggregated these two requests and advised that to comply with them would exceed the appropriate limit. The Commissioner’s decision is that Essex Police was correct to aggregate the requests and that it was entitled to rely on section 12(2). He requires no steps.
