The complainant has made two requests to Lancashire County Council (“the council”) for information relating to a children’s nursery. The council refused the two requests under the exclusion provided by section 14(1) of the Freedom of Information Act (“the FOIA”). The Commissioner’s decision is that the council has correctly refused the requests under section 14(1). The Commissioner does not require any steps to be taken. Information Tribunal appeal EA/2015/0113 part allowed.
