The complainant has requested information from the London Borough of Southwark (“the Council”) for information relating to the repairs on communal parts of a block of flats. The Commissioner’s decision is that Council has correctly applied section 40 of FOIA to withhold the flat numbers where a repair was raised to a communal part of an individual flat. The Commissioner requires the public authority to take no steps.
