The complainant has requested information relating to all communications held by all departments of London Borough of Newham (“the Council”) regarding 1) RYTHM and 2) Raising Youth to Help Mankind. The Council has not to date provided a response to the complainant’s request. The Commissioner’s decision is that the Council has breached sections 1(1)(b) and 10(1) of FOIA. The Commissioner requires the public authority to take the following steps to ensure compliance with the legislation. To provide a full response to the complainant’s request.
