Foreign and Commonwealth Office

The complainant has requested files retained by the Foreign and Commonwealth Office (“FCO”) that were recorded as such on the website of the National Archives. The FCO disclosed some information but refused to provide other information citing section 23(1) (security bodies) and section 27(1)(a) (international relations) as its basis for doing so. The Commissioner’s decision is that the FCO is entitled to rely on section 23(1) (security bodies) as a basis for withholding all the withheld information. No steps are required.
