The complainant has requested information from Transport for London about a Low Emission Zone exemption – the Showman’s Discount – for which some travelling showpeople are eligible. Transport for London was able to release some related information but says that it is not obliged to comply with the specific request under the provision at section 12 of the FOIA (cost exceeds appropriate limit). The Commissioner’s decision is that Transport for London has correctly applied section 12 to the request and complied with the obligation under section 16 to offer advice and assistance. He does not require Transport for London to take any steps.
