The Commissioner’s decision is that Manchester City Council does not hold the requested information. While he notes that the information is held by Manchester Airports Group Ltd, he is satisfied that it does not hold the information on behalf of Manchester City Council. The Commissioner does not require the public authority to take any steps to ensure compliance with the legislation.
